When a duplex, townhome pair or small multi-unit property is divided or sold unit by unit, the owners usually need rules for shared walls, roofs, utilities and costs. Some divided properties need a formal association with a declaration, bylaws, a budget and reserves. In Colorado, many associations are governed by the Colorado Common Interest Ownership Act.
